New requirements will be introduced for service providers, including providing health and safety training and professional development for educators.

Existing provisions relating to Police vetting will be clarified.  Vetting will be required for all adults who live and/or may be present in the home.

The role of the teacher-qualified coordinator will be strengthened, and renamed visiting teacher.  There will be an explicit emphasis and guidance on providing training to educators. Coordinators would also be required to have some experience working with adults, and must be fully registered teachers.

To support ERO in monitoring how the curriculum is being implemented and checking health and safety, ERO will have the power to enter homes where home-based ECE is taking place, as part of reviewing a service provider. 

The Ministry will also do further work to explore a number of changes to licensing.
