To support quality for all children in home-based ECE, the Ministry will undertake further work with the sector on funding and regulations.

This work will consider funding for disadvantage and whether service providers should be required to pass on some of the subsidy funding to educators. It will also consider smoothing the funding rates for children under two, and those aged two and over, over time.

New requirements will also be considered that would make funding more transparent for parents and educators. This could include requiring service providers to inform parents of the level of government subsidy their children are attracting, for example.

This work will also look at requiring more detailed financial reporting to the government.
