This consultation resulted in Cabinet amending the Education (Early Childhood Services) Regulations 2008 to allow primary qualified teachers to be a person responsible in early childhood education (ECE) teacher-led centres at all times, in addition to ECE qualified teachers.

All licensed ECE centres need at least one person responsible for every 50 children in attendance. In teacher-led centres, they are the person primarily responsible for the day-to-day education and care of children.
