All licensed early childhood education (ECE) services need at least one person responsible for every 50 children in attendance. In ECE teacher-led centres, they are the person primarily responsible for the day to day education and care of children.

To help ease pressure on the sector, the government consulted on two options allowing primary qualified teachers to be the person responsible in ECE teacher-led centres. Stakeholders were invited to complete a survey or send more detailed written submissions to the Ministry of Education. Consultation ran from 23 September to 20 October 2019.

The consultation resulted in Cabinet amending the Education (Early Childhood Services) Regulations 2008 to allow primary qualified teachers to be a person responsible in teacher-led centres at all times, in addition to ECE qualified teachers.
